I called the listing broker, who told me that "Gene Rossion himself" oversaw the build.

    Right.

[Edit] The car was bought at a US Treasury auction 2 years ago. The auction listing called out window and bumper damage, which the broker said occurred during the repo. He also said the current owner had a bit of grief obtaining a clear title. Engine installation occurred in Ross, OH, but the broker was not sure of the shop. The Grigio Titanio M400 this same broker sold on eBay a few weeks back was finished by Performance Engineering. But he said P.E. did not do this black M400. Hmmm...

This is probably just an unfortunate camera angle or cheap wax, but I've not noticed prominent screw heads when opening the doors of other Nobles. Or is this a sign of serious repair?

Those screws are all black on mine and they are countersunk so they are flush.

More info from listing broker: Final assembly by Torrick Motor Sports. Supposedly was located next to Noble in Ross, OH. Google turned up zero hits for the exact phrases "Torrick Motor Sports", "Torick Motor Sports", Torrick Motorsports", etc. Anybody here heard of them?

Even though black is a ways down my preferred color list, this car is a contender if there are no showstopper stories.

You didn't drop/rearrange the consonants quite enough! It's "Torik" (don't know anything about them other than that - sorry.)

Torik Motorsports (Brian Eggars) was one of the better Noble installers. He also did my car and several others who are members on the forum here. They are no longer in business, however.
